This development includes 1,600 apartment units in four towers on a platform over the East River. Nearly 400 of them are designated for moderate-income families and many have rents set at public housing levels. The rest of the complex is rented according to tenants’ income following a complicated rate system. Realization of this project was a long time coming. The original plans were developed in 1963, but the first families didn’t begin moving in until 1974.
